The Republic Act 10639 or “The Free Mobile Disaster Alerts Act,” mandates telecoms services providers to send free mobile alerts during times of calamities. This is why PLDT mobile unit Smart invested about P500 million in a cell broadcast messaging platform to enable the National Disaster Risk Reduction and Management Council (NDRRMC) and Phivolcs to quickly send alert messages to mobile phone users in specific areas facing natural calamities or other emergencies.
These emergency alerts will be sent as an on-screen flash message that comes with a loud siren or alarm. For other phone models, the message may come as a text message.
